Cheap, hot, big apartment w/some property crime

cheap digs in scottsdale. lots of crime (vehicular break-in's and thefts). close to civic center & bars. we get noise complaints. VERY large floorplans. With free utilities the apts. don't get very cool in summer (my place was over 90 degrees, BUT mgt. didn't complain about my window A.C. unit). They don't have central A.C., the have a chiller system.  Need to rent an apartment?
