I am a Registered Landscape Architect in the State of Arizona #45726; Earned my B.S. Degree in Landscape Architecture @ Texas A&M University (1977); designed over 400 upscale Apartment Developments over my 32 year design career (exterior or apartments) in 16 different states; am considered to be in the Top 5% of Landscape Architects of the 28,000 in the Nation - that pretty much makes me an EXPERT on APARTMENTS (like Dakota). I found (85) Safety, Code & Liability Problems on this site during he 1st 7 months I was living here! City, Country, State and Federal Violations. By State of Arizona Law, the Property Owners (Mark Taylor at the time...changed over to The Pinnacle Group before I left) are responsible for maintainina a SAFE SITE and MAKING SURE THE ENTIRE SITE MEETS ALL LOCAL, STATE AND FEDERAL CODES (LAWS) and they did not...and I doubt anything has changed! This site has not met with the FEDERAL GOV'T's Handicap Laws in over 10 years! All (4) of the Swimming Pools do NOT meet with The State of Arizona Pool Codes...there are some very UNSAFE conditions in all of these pools! I counted over 50 exterior lights out one night...that can lead to rapes, burglary, assaults, and auto theft. I found the lights inside the MAIN 2 pools OUT many nights as well as BOTH of the Heated Jacuzzis...a VERY UNSAFE condition. The RED CURBS for the first 8 months I lived there were not labeled "FIRE LANE - DO NOT PARK", The City of Scottsdale's Fire Marshall agreed with me that this was a VIOLATION of the City of Scottsdale's Fire Code and that he would talk with the Manager...2 weeks later, all of the curbs were labeled. I just feel that MARK TAYLOR was in BREACH OF MY LEASE from DAY 1, because they didn't do their part of the LEASE. A LEASE works 2 ways...the TENANT must pay the rent and obey the property rules, but the Management has RESPONSIBILITIES too...and those responsibilities extend outside the 4 walls of each apartment. I sent over a dozen e-mails to the Manager pointing out all of these (85) problems...and those (50) lights that were out only counted as (1) of those problems on my list. Management ignored my e-mails. Instead, they spend approx. $350,000.00 to re-paint all of the buildings on the site and re-surface the entire parking lots...WHY? So, MARK TAYLOR could sell the property to PINNACLE PROPERTIES for a MULTI-MILLION DOLLAR profit, that's WHY. MARK-TAYLOR is all about MAKING MONEY, they don't care about the SAFETY of the approx. 1,100 residents who live at DAKOTA or their families and guests who come to visit them. When you RENT AT ANY APARTMENT, you are also paying for the AMENITIES on the PROPERTY and should EXPECT it to be a SAFE PROPERTY. Do yourselves a HUGE FAVOR and RENT someplace other than DAKOTA!!!!!!!!!!!!
